The practical problem
Apple uses a D-U-N-S Number to verify an organisation's identity, legal entity status and address. Possessing a number is not enough: many businesses can obtain one, but Apple requires an organisation that can enter into its agreements. Apple does not accept DBAs, fictitious business names, trade names or branches as organisation enrollees. Individuals do not need a D-U-N-S Number; government organisations have a stated exception. Decide which account route accurately represents you before requesting a new number. Company formation, issuer assignment, Apple enrolment and app review are separate decisions. Apple requires a work email associated with the organisation's domain and a public, functional website whose domain is associated with the organisation. 4. Resolve legal-status errors through the official route

Do not switch to a fictitious name or repeatedly create new records to bypass verification. Hypothetical example: the app brand is not the enrolled entity
A fictional team sells an app called Northstar Notes through Northstar Software Ltd. A D&B result under a sole proprietor's old Northstar brand is not evidence that the Ltd is verified. The team searches for the Ltd using its headquarters details, identifies any existing company record, and asks for a status correction if supported by its registration evidence. It separately checks its domain email, working website and Account Holder authority before enrolment. No approval or processing time is implied.
