The practical problem

Google collects an organisation's D-U-N-S Number, name and address through the linked Google Payments profile used for developer identity. That profile is not necessarily the same as every merchant payments profile the business uses. The developer name can differ from the legal name, but it does not replace the legal-identity information. Google requires verified identity details before publishing and says it displays an organisation's legal name, legal address, developer email and developer phone on Google Play. Prepare accurate information and understand that publication before completing verification is not assured. Google's documented government-organisation and unsupported-region routes are controlled by Google Support, not exemptions a paid adviser can grant.

Search for an existing number before applying. Large groups may have multiple numbers for different entities; select the record for the organisation you intend to associate with this account.
